The design of the new Admissions Facility on Rikers Island poses a number of complex challenges that call for a level of effort above and beyond that required for a “typical “detention project. this new project includes several functions – Central Intake and Admissions, Centralized Classification, Central Property Storage – that are totally new initiatives for the DOC and which have no precedent on Rikers Island or elsewhere within the Department of Correction. The project also includes a 200-bed infirmary, which ultimately will have to meet the various requirements of the NYC Department of Health, The New York State Department of Health, the Joint Commission and possibly the American Correctional Association and the Correctional Health Association. The challenge of controlling airborne disease in a corrections setting will result in technical considerations for ventilation, fresh air changes, and infection control, as well as security.
